Ye’, they are road registered in both France and the U.K.
The ‘Q’ plates are used for kit cars and the like.
There are several kept on either side of the Chunnel.
The Channel Tunnel is quite a marvel really with two cross over sections so one section of a tunnel can be isolated safely for night repairs.

If I remember correctly the Monte Carlo rally is run (or at least used to be partially run) on some of the roads in the Var area.
